I think I was using it through a Naki Game Saver Plus when I recorded that video a while back. MAYBE it was a Pro Action Replay.

This would happen repeatedly within minutes of the intro. The game cartridge was definitely pirate. It was a European-style cartridge (like Super Famicom, but with notches on the back half). Since the notches are there, it fits fine in a USA SNES (a Japanese game would not). The pirates actually put gamebit screws in it. If I recall correctly there was a glob-top in the board inside instead of a MASK ROM chip.
