Every year,without fail,tropical storms push across the Caribbean toward Haiti. And every year,many people die in the floods that drown entire villages. Such storms left 800 dead in the last year alone.Government-led disaster prevention programs are largely ineffective in Haiti,one of the poorest countries in Latin America. Now,German aid workers are trying to help. They hope to organize emergency services without government assistance not an easy task. Peter Deselaers and Sarah Mersch report from the tropical island of Haiti.
