The High Court has imposed this interim stay either till final disposal of the petition or government notifies it. The High Court observed that by this draft ODP, environmental damage cannot be ruled out and the damage cannot be rolled back. Petitioners contended that TCP and other respondents without inviting objections and without notifying Calangute- Candolim Outline Development Plan- 2025, have started giving permissions to projects.
