Serbia has made significant progress in complying with the demands of the international criminal tribunal for former Yugoslavia, and should not be stopped from progressing towards membership of the European Union, says Carl Bildt, Foreign minister for Sweden, which will hold the EU's rotating presidency in the second half of this year.
