Baltimore City officials have approved what may be the largest settlement ever in a lawsuit against police officers. Without debate, the Board of Estimates approved on Wednesday $9 million to be paid to James Owens, who spent 21 years in prison in a 1987 rape and murder case later overturned by the courts.
