Powershot Pro Nitrous is unlocked by using powershot nitrous 25 times.

An easy way to grind this is to find a bodyshop (indicated by green wrench icons on the mini-map) and driving through it to completely fill your nitrous. Then hit the boost button to use your powershot. E-brake to quickly turn around and drive through the bodyshop to refill your nitrous. Repeat 25 times.
