This is an artificial beach built on the outskirts of Taizhou in China's Jiangsu province. It is part of a wetland park called Yuanbo Yuan. There is a prevailing idea that "wetlands are the lungs of the city" and many urban districts in China are now surrounded by artificial wetlands, many of which have been turned into parks.
