Oct. 9 (Bloomberg) -- Lawrence Summers, director of the White House National Economic Council, says there has been a "substantial return to more normal conditions" in the U.S. economy in the wake of the worst recession since the 1930s. Summers, speaking yesterday at a forum in New York organized by Bloomberg LP, also repeated the Obama administration's commitment to a strong dollar. Bloomberg's Peter Cook reports.
