I know people in Detroit that are still mad the state of Michigan has taken over Belle Isle. Why? It's a beautiful park now where law and order has been restored. The circular road is no longer used as a race track. (except with Penske in the spring). Families, joggers, bicyclists , fisherman, all enjoy the park without fear of getting robbed or car jacked.
