Brake light flasher issues demonstration - breadboard & pcb

In this video I am showing how the brake light flasher works on my breadboard, but doesn't on the PCB. It's supposedly the same circuit (I didn't design it...it came from here - http://www.dudley.nu/projects/brake_light_blinker/) The PCB was professionally made from OSH Park. It was designed from the same person so I am pretty sure that the circuit is correct. I just don't know why it's not working. I am using the same exact components (same part#s) on the PCB that I do on the breadboard. The expected behavior (what correctly happens with the breadboarded one) is that as soon as you supply power (12V), the light bulb should flash a few times, then go steady on. What happens with the PCB version is different for some reason - when you apply power (12V), nothing happens for a couple seconds, then the light goes steady on. I'm hoping someone could put in their 2 cents because I have no idea what I should be looking at to figure this out.
