Among the annual traditions which mark the arrival of spring in Washington is the Smithsonian Kite Festival. On a Saturday in early spring, kites fly over The National Mall in a place close to the Washington Monument. VOA's Ernest Leong reports on the festival, where imagination soared as high as the kites.
