After an ally offered me a migration agreement a faction in my empire got angry that I was being too peacable. To make them happy I needed to declare a rival, and the only other empire near me that wasn't already a rival was a fallen empire. In response to the rival declaration the empire demanded I apologize on my knees. I refused and then they declared war on me to "punish" me.

Apparently, allowing imigration is something that needs to be punished. I, being a person who hates apologies, refused and so they declared war on me. Being the pathetic cowards that they were they didn't have the balls to attack my base near them, but instead went to a distant wormhole to then travel all the way accross the galaxy to attack me on the other side of my empire in a relatively undefended area of civilian space.

However, long before they arrived, they were detected by a research ship of mine. Being the murderous cowards that this fallen race was they killed that science ship, but not before letting me know of their plan to attack from the south.

My fleet then frantically rushed to move south and arrived as this pathetic fallen empire was in a civilian system murdering my people. I mourn the loss of those civilians that did die, but I think in fear as to how bad it would of been if I had not been warned of their attack vector through a southern wormhole.

As for that fallen race, they are the ones that will be punished. There is no excuse to murder massive amounts of people because you cannot accept another race allowing for imigration. Their cities and planets will burn with the fury of the Ti Gali Order. We are avians and well, if they are going to pick a fight with a bird they are gonna get the bird. Freaken murderous fallen empires.
