"Dynamic brakes" on a bad M7 in Ossining

A very late Metro North Train 789, the 9:20PM local from Grand Central Terminal to Croton-Harmon, departs out of Ossining, making a noise like that of Dynamic brakes.  However, M7's do not have Dynamic brakes.  From what I understand, one of the traction motors was messed up, causing the noise.  If you have any questions about the video, feel free to message me.
