With the custom speeder quest on the 3rd part of Ziost. You can activate the custom speeder once you find the quest in the bar. Currently working right now but I'm sure Bioware will fix it fast. 

Right?

Does wear off when you get into the story part of the mission. Pretty much gives you the custom mounts speed and gives you the turbo boost when you run across the turbo panels.
