How to generate lots of starting and stopping vortices.... and also lots of wake-induced drag AND added mass drag (drag from acceleration of fluid around the aerofoil - this is taken into account in the unsteady Bernoulli equation as the time rate of change of surface potential that ultimately makes its way into the calculation of the surface pressures). Not a good way to lift yourself....
