What is this thing?

Some london underground stations have these weird spooky spinning lazer things. There are reflectors for the lazer, but some of these are near floor level and are regularly blocked by people standing in the way, waiting for their train. also the motor that spins the lazer has to be VERY accurate so the the lazer hits the reflector precisely enough for it to reflect back. (wouldn't it have been cheaper to build several static lazers?) Does anyone know what these are for.
