A top South Korean military official says he believes North Korea is trying to develop a nuclear warhead that can be delivered by its missiles. South Korea's Joint Chiefs of Staff Chairman, Kim Tae-young, made the warning amid heightened tension over North Korea's move to restart its nuclear weapons program despite an agreement reached at six-party talks.
