Light is a universal constant independent of the motion of the source because time is being created continuously at the same rate that light moves. To understand this we have to first understand how time is being created and the part we play in its creation. Because of this I have be working on my own theory called Quantum Atom Theory. In this theory time is created at the quantum level by wave-particle duality. When the wave function collapses it creates a moment in time and then the wave function moves on again as a wave of future possibilities. Each photon electron coupling represents a moment in time. Because this process is continuous and at light speed the wave function (light or electromagnetic radiation) between the atoms will be a universal constant.
