Senate GOP advance their remedies to what ails public schools Forty-two states and the District of Columbia have charter school laws. Kentucky is among the eight that do not. Wayne D. Lewis is an educator, author, speaker, and education reform activist in support of charter schools. He is the author of The Politics of Parent Choice in Public Education and is board chair of the Kentucky Charter Schools Association.
