German Chancellor Angela Merkel says conditions in Syria are not yet right for refugees to return, an issue which has led to a dispute between Lebanon and the United Nations (UN) refugee agency. Merkel is currently in Beirut and has been discussing the regional refugee crisis with the country's prime minister Saad al-Hariri. The UN says there are a million refugees in Lebanon, nearly a quarter of its population. The Lebanese government wants them to start going back to territory where the fighting is over. Merkel earlier met the King of Jordan to discuss the same subject.
