Tuesday's midterm elections kept Mr. Obama's Democratic Party in control of the U.S. Senate. But opposition Republicans will control the U.S. House of Representatives. Republicans also gained at least 11 state governorships previously held by Democrats. The president acknowledged Wednesday that passage of his agenda may slow, with more opposition to contend with.
