Child advocates are likely jubilant over the Governor's plan to restore funding for a child-care program that helps many low-income parents stay on the job by helping them with child care costs. When the state lost federal funds last year, Kentucky froze application to the Child Care Assistance program and reduced eligibility guidelines from 150 percent of the poverty level to 100 percent.
