To adjust bicycle brake cable tension on your road bike rim brake calipers you can spin the barrel adjusters on the brake levers to make fine changes or adjust the tension using the allen bolt clamp on the caliper assembly.

To increase cable tension turn the barrel adjuster counterclockwise, or pull the cable through the caliper clamping bolt more.

To decrease cable tension turn the barrel adjuster clockwise, or push the cable through the caliper clamping bolt more.

Personally I like to set up my brakes with the barrel adjusters turned in clockwise all the way because I never need to loosen the cable tension over time. To increase the tension I can just turn them out counterclockwise as needed.
