Last week's state budget negotiations were contentious and punctuated with high-decibel schisms, but Kentucky lawmakers did pass a spending plan on time. A deal on the $20 billion, two-year budget finally came in the early morning hours of the fifth day of talks. A $65 million bond request for Rupp Arena renovations sparked sporadic arguments during the meetings. Senate Budget Chairman Bob Leeper (I-Paducah) commented on the rising state debt levels and his party's desire to tow a tight line on bonding. He spoke on March 29, 2014.
