For this level, the main puzzle mechanic is that the POW drops through the sideways spring if Mario does not touch it. If Mario touches the POW (picks it up and sets it down), then the POW will bounce against the sideways spring. You have to do both in order to get the red coins and the mushroom. The mushroom is required for the end as there is a one-way gate right before the goal that traps small Mario.
