The City of Baltimore filed a lawsuit Wednesday against the Trump Administration over immigration policy. Baltimore says the administration unlawfully and secretly changed the State Department's definition of "public charge," according to a press release Wednesday, which is a provision in immigration law that limits who may come to the United States.
