Public hearings into the delayed Financial Intelligence Centre Amendment (Fica) Bill get under way today (Wednesday). President Jacob Zuma announced last year that he was sending the bill back to Parliament. He was concerned about aspects of the bill that he deemed could be considered unconstitutional.
