Failure EP6: Dr.Meter HY1803D and Smart Power Systems 240W UPS Repair

In this video I attempted to repair my Dr.Meter HY1803D with no success. After a few hours of trouble shooting last week I concluded that the primary 50V 4700uf filter capacitor had gone bad but apparently that was not the case. After replacing the capacitor the power supply was still non functional and at this point I am out of ideas. Any suggestions are welcome. It was a super easy repair as it just needed a new battery. After throwing in a 12V lead acid battery it was ready for deployment as the primary UPS for my webserver.
