A man is upset the city forced him to get rid of his miniature horse.

KMBC's Dion Lim reported that Thomas Dulley's miniature horse, Nellie Girl, was not much bigger than the average dog. Even so, Kansas City Animal Control said no matter how small the horse, she had to go.

"This is Nellie's barn. I call her Nellie Girl. She's got air conditioning," Dulley said.

Dulley got his miniature horse a year ago. Then, Kansas City Animal Control visited him.

"Animal Control came by and said I couldn't have a horse in the city. You have to be outside the city limits or they would take the horse away," Dulley said.

Dulley said he reluctantly sent Nellie Girl to live at a friend's home in the country. Dulley said he doesn't understand why his 26-inch-tall horse had to go when other homeowners in the area have multiple farm animals running around.

"I've seen horses, big horses, racing horses. That gave me the confidence I could have a little one," Dulley said.

In the meantime, Dulley said he drives an hour to visit Nellie Girl every day.

"I gave her more attention than most people give children. But she's like a child to me, and that's why I want him back," Dulley said.

Animal Control told Lim that livestock, no matter how small, cannot live close to a home in Kansas City. Animal Control said it receives about 150 livestock complaint calls each month.
