This continuation features Part 2 of law professor and pot activist Alan Young's speech at the Niagara Med-Pot Community Forum on Canabian Day (August 21) 2004. Professor Young discusses electoral accountability, secret government budgets, why you shouldn't smoke with rats, constructive civil disobedience, and how pot become legal in Canada for nine months in 2003.
