There's a growing frustration coming from members of Maryland State Board of Education on how the state is being allowed to carry out a new federal education law. The Every Student Succeeds Act, or ESSA, is in place to help school districts raise the bar for students, but in Maryland it's raising eyebrows among the board of education members who believes state lawmakers are trying to tie their hands.
