This is a moderately difficult puzzle by ev_brak with a very neat ending trick. You had to shoot a fireball across the level, and mid-air hit a spring in order to bounce it up and light a bomb. You have unlimited chances to do this, and you just have to keep on shooting until you hit it. The rest of the puzzle was fairly simple, but some parts were difficult to execute. I didn't use the fire flower from the launcher on the top-left, so perhaps I cheesed a small part. You get unlimited feathers, so you can freely damage boost through the middle.

EDIT: ev_brak informed me that I cheesed the puzzle. You weren't supposed to grab the koopa at the beginning through the cloud. This would have significantly changed my route through the puzzle, so I expect a re-upload soon.
