Looks like a test recording or promo record.  The artist, Heck Harper, was a Portland icon in the 1950s-1970s, a TV personality and country western singer.  His career started in the late 1940s and I suspect this is from that period, though there isn't much information about his discography.  

From the estate of the folks who owned the Division Street Corral here in Portland, Oregon.  It started as a popular country music and dance venue in Portland in 1948.  Times changed, and in 1954, it started booking popular bands, rock, rock-a-billy, etc.  By the time it closed in 1979, Johnny Cash, Jerry Lee Lewis, John Mayall, The Animals, and many more bands had played there.
