Use 7 paper bags, glue & scissors (or rotary cutter) to make a starburst! If cut just right, your scraps can be used for a fun party pennant banner. 

Use different size bags in plain, solid or themed for your own unique party. Spray or sponge paint a colorful starburst and decorate your banner to make your party one of a kind. 

To reuse your starburst, I suggest using metal brads to pinch the ends together. Store flat for the next use.
