China and the US have finished a high-level cyber security dialogue. Challenges in the world of online security remain, as cyber security expert and author of "Virtual Terror" Daniel Wagner told CGTN. He said that one of the main obstacles to catching cyber criminals is the fact that there are no international laws governing cyber space. This makes it easier for criminals to use international borders to evade justice. International terrorist groups such as ISIL can hide behind the anonymity afforded by the Internet to organize and recruit.
