Welcoming Narendra Modi at Bhagyachandra Open Air Theatre, chief minister Okram Ibobi placed 5 points highlighting the needs of the state before the Prime Minister. In his extempore speech, O Ibobi first urged the prime minister to upgrade the RIMS to the status of All India Institute of Medical Sciences (AIIMS).

Secondly, he requested Modi to set up a film institute in Manipur which is the third largest producer of films.

Thirdly, Ibobi asked him to develop Imphal-Jiribam highway to improve connectivity with other states, connect Porbandar, Gujarat and Imphal as part of the South East expressway, develop Imphal-Mandalay International Highway and to allow Imphal International Airport function as an international airport instead of upgrading it for name's sake.

Fourthly, the chief minister informed the prime minister that an area of 3 thousand acres has been earmarked on the Indo-Myanmar border for setting up a smart city.

Lastly, Ibobi fervently urged Modi to resolve the problem of insurgency in Manipur. He reiterated that an inch of the territory of Manipur will not be compromised and Manipur does not want an inch of land from other states.
