This week, Bruno Kaufmann, board member of Democracy International and correspondent for global democracy, reports from Palau. Palau is a small country in the middle of the Pacific Ocean with only 20,000 inhabitants. It's a federal state with 16 states, each of which has its own parliament. It also has a century-old tradition of local democracy.
