Incompetent Baltimore Comptroller Joan Pratt does not do her job and she is never called out on it. Numerous Baltimore bureaucracies have not been audited in years and their accounting is very questionable. People are stealing. Joan Pratt is supposed to be in charge of the financial side of Baltimore and she does nothing to right the ship and make the various departments more transparent and economically responsible. She does have time to delay Frank Conaway's dismissal until AFTER the election.
