Moonshine is a big a part of Tennessee's criminal past, and now it's making a legal comeback.    A new distillery is about to open in Cannon County, and the men making the shine could be considered experts.Just like they've done for generations, they're making moonshine in Cannon County. "We never dreamed, we'd be doing this legally," says moonshiner Jimmy Simpson.Two years of hard work is paying off at the Short Mountain distillery.     The very first batches of shine, legal shine, are dripping off the still."It's the highest quality moonshine that a human being can make," says Short Mountain Distillery President
