CINCINNATI (WKRC) - The man accused of slashing a small dog's throat is out of jail. Michael Kelley, 62, of Monroe is charged with cruelty to a companion animal. He was arraigned Wednesday. Investigators say Kelley first tried to slit the throat of a seven-year-old yorkie-poo with a kitchen knife. When that didn't work he got a fillet knife to finish the job. Investigators discovered the dead dog during a medical run to Kelley's home on Nov. 2. Kelly posted a $1,500 bond to get out of jail. He'll be back in court next month.
