This is most likely a Peregrine Falcon, Prairie Falcons are nearly indentical, and while they have been reported in southwestern Wisconsin even that is considerably outside their normal range. Peregrine Falcon populations were nearly wiped out by DDT in the 60's, but have recovered to the point they are no longer listed as an endangered species. They're still scarce and this is only the second falcon I've seen here, they're generally found in the bluff country along the Mississippi and St. Croix rivers.
