Kurdish officials said Tuesday that former Iraqi President Jalal Talabani has died in a Berlin hospital at the age of 83. The state-run Iraqiya channel says Talabani suffered a stroke. He was a veteran leader of the Kurdish struggle for self-determination, before being made president of Iraq after the US invasion. Meanwhile, Iraq's parliament has just voted on "a formula to halt financial transactions" with the Kurdistan region, in retaliation for last week's independence referendum. The region's next presidential and parliamentary elections are scheduled to be held on November 1.
