Oh No.... Tire talk!

Getting a shimmy in both tires at about 50-55 MPH. Understand it could be one tire but causes both to shimmy since they are tied together through the DPS and steering. I don't feel it much in the steering but the fenders start "wiggling" and it feels like each tire is going over a different bump alternately. It is just out of balance at 20K miles or did these cheap Kenda's delaminate internally like I have heard some have? Also the shimmy is worse in the morning when it is cold (about 55F ambient) and is not as near as pronounced in the afternoon. In fact at 80 this afternoon, I could hardly detect it.
