Proposed city ordinance aimed at owners of vicious dogs

CINCINNATI (WKRC) -- City council takes up debate of a proposed ordinance aimed at the owners of vicious dogs.
Councilmember Chris Seelbach has proposed criminal penalties for people who train their dogs to attack and kill.
There would also be fines for dogs that are off-leash.
Seelbach said that right now there are only fines the second time a dog bites someone, but this ordinance would change that.
The ordinance does not target any specific breed.
