Senator Joe McCarthy interest. McCarthy has allegedly overstepped the line in his methods of questioning army personnel. Secretary Stevens makes a statement: 'Because the purpose and meaning of the memorandum have been misinterpreted I wish at this time to make certain things clear. I did not at that meeting and have not receipted at any time from any of the principles on which I stand. I shall never accede to the abuse of army personnel under any circumstances including committee hearings. I shall never accede to them being brow-beaten or humiliated. I do not intend to allow them to be deprived them of the long-established practice that they have the advice of counsel when the matter under consideration is of potential interest to me as Secretary. I want to make it perfectly clear, that should such abuses occur in any quarter in the future I shall once again take all steps at my disposal to protect the rights of individuals in this department.'
