On Monday, The Minister of Cooperative Government and Traditional Affairs, Zweli Mkhize announced that only seven percent of the country's municipalities are classified as well-functioning, with thirty-one percent being reasonably functional, thirty one percent almost dysfunctional while the remaining 31% is dysfunctional. To support distressed municipalities, as part of the Municipal Infrastructure Support Agent or MISA, 81 District Technical Support Teams comprising of engineers and town planners, have been appointed and deployed to municipalities in the nine provinces.
