Prof. Somadoda Fikeni on constitutional amendment for land reform

Tuesday's eleventh-hour announcement on land, rattled markets but it does deal with the aspirations of many South Africans. The President announced that the ANC would draft a proposed amendment to the constitution, to ensure that it explicitly allows for land to be expropriated, without compensation. The ANC had already decided, at its national conference in December, to support the expropriation of land without compensation. The President has also acknowledged there is a view that the constitution already allows for this. However, he said that the ANC had heard the issues raised by people during the land hearings, who say they want the land clause to be explicit. That was reiterated by the secretary general of the party today, who gave a more detailed report back on the ANC's lekgotla.
