New top cop completes first day on the job

CINCINNATI (Deb Dixon) -- Cincinnati's acting police chief's first day on the job included a message to the men and women of the department. Chief Eliot Isaac attended roll calls to tell them the environment was about to change. The city manager fired former police Chief Jeffrey Blackwell Wednesday, Sept. 9, for creating a so-called toxic environment. Employees who complained described screaming sessions and a culture of hostility. The outside review of the department said morale was a huge problem under Blackwell. So Chief Isaac had a positive message for cops at roll calls. He promised support from the new top brass. And he promised they will always know what direction the department was going. That was a problem with Blackwell. Top cops complained he did not communicate with them or include them indecision making. We know what we do best, we do problem-solving, community involvement and crime. That's what we're going to focus on," said Chief Isaac. He told officers he and the assistant chiefs were going to make sure they have the street strength they need to do their job. The Cincinnati police department employs more than 1,000 sworn officers to cover the city's 52 neighborhoods. The department also has about 125 civilian employees. Chief Isaac is a 26 year veteran with the force. He became a police captain in 2004 and served as criminal investigation commander. From 2007 to 2012 he served as district four Commander.
