Tropical Depression Samuel is set to deluge the southern Philippine islands over the next few days, with convection from the storm largely over the islands already even though the center is still well offshore. The system is now more likely to stay weak through the islands, but could still intensify significantly in the South China Sea as it begins to approach Vietnam. In the Philippines, Signal #1 Warnings are in effect from Mindanao to Masbate, and as far west as Negros.
