During insertion of the new ties to the track, a lot of stones shift location. Statistically there is great chance that one of this stone will be sitting on the top of a hole in baseplate where a spike will be hammered. Also it is become very difficult for maintenance operators to walk on the track due to these shifting stones. The sweeping operation makes railroad as smooth as possible.
